Billy retired from the Chula Vista Police Department
(California) after 34 years of military, federal and municipal law
enforcement. In his law enforcement career, Billy was involved in Patrol
Operations, Crime Scene Investigations, Auto Theft Inv, Jail Operations,
Research & Development and Logistical Support. Billy became a CVSA
Examiner in 1998 and since that time has conducted over 1500
examinations in every subject from homicide to backgrounds.
Harry Bennigson

Harry Bennigson recently retired
from the Vallejo Police Department and is currently serving with the
Napa County Sheriff’s Office. Harry started his career in 1979 as a
police officer with the Tiburon Police Department, and promoted to
Sergeant in 1984. His duties included supervision of patrol, scheduling,
internal affairs and training. In 1988, Harry left the Tiburon Police
Department to join the Vallejo Police Department, where he initially
worked in the patrol division. His duties included field training
officer and acting sergeant. In 1993, Harry was transferred into the
Investigations Unit as a Detective. During the nine years he spent in
Investigations, Harry worked homicide, robbery, sexual assault and
burglary cases. In 1995, he was the first police officer from the
Vallejo Police Department to be sent to Voice Stress Training. Within
the last thirteen years, Harry has performed more than 1000 voice stress
examinations using the CVSA. These examinations have been used in all
types of investigations, ranging from fraud to homicide. Harry states
that, due to the CVSA, he has closed a greater number of cases and
obtained confessions from suspects who may not have cooperated. He has
also cleared numerous individuals accused of crimes, utilizing the CVSA.
Harry is the past president of the Pacific Association of Voice Stress
Analysis.

Gene Shook

Gene spent over 30 years in the law
enforcement community, serving primarily with the Prince Georges County,
MD, Police Department. He has extensive experience in a number of
investigative disciplines, and specialized in homicide investigations
for many years of his career. Gene has conducted hundreds of CVSA
examinations including homicide, internal affairs, and background
investigations, among others. Gene has also taught several specialized
investigative courses within the law enforcement community during his
career. Gene was certified by the NITV as a CVSA examiner in 2002.

Mike DeFrancisco

Mike DeFrancisco is a Fire and Bomb Investigator with the Columbus
Division of Fire in Columbus, Ohio. He has been in this position for 9
years and has been involved in many facets of law enforcement for 23
years. DeFrancisco is a special subject instructor in Fire and Bomb
investigations as well as Weapons of Mass Destruction.

James Chapman - Criminologist

Professor Chapman is Professor Emeritus, former
Director of the Criminal Justice Program, and the Forensic Crime
Laboratory at the State University of New York, Corning. Prof. Chapman
served from 1984-2000 as the Executive Director of the Southern Tier Law
Enforcement Academy Zone 12, New York State. Prior to his career in
education he was in law enforcement and service in the United States
Marine Corps. Prof Chapman is a nationally and internationally known
expert in the services of the Voice Stress Analysis (VSA). He has
conducted VSA Testing since 1971. Utilizing the CVSA from 1989, Prof.
Chapman has conducted extensive forensic interviews and interrogations
research utilizing Voice Stress Analysis and has published his findings.
Prof. Chapman is a consultant to numerous local regional and federal law
enforcement and criminal justice agencies.

Bill Yamber

Bill
Yamber has served as a deputy sheriff for the Orange County Sheriff’s
Office (Florida) (OCSO) the past 28 years. Prior, he served as a
paratrooper in the U.S. Army’s 82nd Airborne Division.
The majority of
his career at OCSO he has been assigned to the criminal investigations
division. In 1998 Detective Yamber was selected to attend the basic
examiners course and be came a certified examiner. In 2000, in large
part due to repeated success with the CVSA, Detective Yamber was
transferred to the human resources division and is now the supervisor of
what is arguably one of the busiest CVSA units in the country. The OCSO
requires every applicant to submit to a CVSA exam. During 2007 over 900
examinations were conducted. The numbers for 2008 will be closer to
1,000. The OCSO has over 2,300 employees and the hiring process never
stops. It is impossible to measure the dollars save through the use of
the CVSA but it must be staggering. The reputation of the OCSO’s CVSA
unit is believed to be directly responsible for a consistent applicant
“no show” rate of 30%. If you had something to hide, would want to go up
against OCSO detectives armed with state of the art equipment from
NITV. Bill has personally conducted over 1,500 CVSA examinations.

Greg Martin

Greg is an Investigator III with the Special
Investigations Unit of the Missouri Dept. of Health and Senior Services,
specializing in abuse and financial exploitation of the elderly. He has
been a Missouri POST certified peace officer for fifteen years, with
eleven of those years as an investigator. He is a commissioned law
enforcement officer. He has received numerous awards and commendations
for his abilities. He is an instructor for several POST approved
classes at major law enforcement academies in Missouri. He has received
extensive training in investigation techniques sponsored by local,
state, and federal agencies. He began working with the CVSA in 1997,
and became a certified examiner in 2002. He has performed tests for
agencies at all levels of law enforcement with almost 600 exams to his
credit. He also owns and operates a private company, Martin and
Associates Consulting, that offers CVSA examinations in both the public
and private sector. He works constantly as an advocate for the CVSA, improving the
image, and supporting the use of voice stress analysis. He is available
for support and cold call assistance on a 24 hour basis, and can be

Jim Duscha

Captain Jim Duscha has
been a peace officer for 28 years and is serving on the Longview PD in
Washington. Jim is currently serving as the patrol commander but has
experience in SWAT, major investigations (
homicide, rape, robbery, and major assaults), K-9 and field training. Jim
became a CVSA examiner in 1998. Jim has served for many years as a
board member and the vice president of the PACVSA and was very helpful
in monitoring legislation sponsored by the polygraph examiners. Jim
owns a private business "DUSCHA INVESTIGATIONS" which specializes in
employment background investigations, internal investigations, and CVSA
examinations.

Don Wiebe

Don Wiebe is
a retired Sergeant from the Saanich Police Department, Victoria British
Columbia, Canada, after 30 yrs. of service. Don served the last 10 yrs.
in Major Crime Section. He is a provincially accredited homicide team
leader, Interviewing Specialist - Interviewing Instructor and the first
CVSA Examiner in Canada. Don is the Lead Instructor for the widely
acclaimed Analytical Interview System® (AIS) Course which is taught to
investigators from local, state and federal agencies, including military
Special Forces and other military investigators.
